It should be noted that the trip was not just an exercize in displomatic show of force, it also underlines many issues with the USN and battleships handling. The cruise provided practical experience in sea duty, conformed the viability of US warships for long range operations but also covered potential flaws, in gunnery engagement and concrete battle fleet action. It perhaps even helped obscure these deficiencies until WW1 broke out. The ships indeed shown excessive draft, low armor belts, large turret openings with exposed ammunition hoists that could have been disastrous in any engagement. Also, it was underlined the fleets dependence on foreign colliers, the need for coaling stations and auxiliary ships. Fortunately due to the nature of naval warfare and tremendous disparities in 1917, the USN mighty battle fleet went mostly inactive and the 1922 Washington treaty will send the whole White Fleet to the scrapyard, never having fired a short in anger, but for the few veterans of the Spanish American war. When the great white fleet finally came home in 1909, the face of the USN was already changing: A new plan has been ordered already, placing the new dreadnought in the center of American naval shipbuilding. The great white fleet made entirely of pre dreadnoughts literally came home to discover a brand new fleet in construction. In December 1909, the first two were in completion, the South Carolina class. Already the next were in construction, the Delaware and Florida. This did not came out of the blue and without resistance.

The following section is intended to help readers determine whether validated sterilization, or more simply, microbial control, is appropriate. Biopharmaceutical manufacturing, in which drug products are produced by cell culture, can be divided into four processing stages Figure 1. In the upstream stage, nutrients and other fluids, along with the producer cells, are introduced to a fermentor or bioreactor, and the cells produce the target molecule. In the harvest stage, cells are separated from the target molecule using centrifugation, depth filtration, and/or membrane filtration. In the downstream stage, the target molecule is subjected to a series of separation, purification, and concentration stages applying chromatography and membrane filtration to ultimately produce a purified bulk drug product. In the final formulation and fill stage, the purified bulk active pharmaceutical ingredient API or biological is prepared in a final liquid formulation, sterilized by filtration, and/or aseptically filled into final sterile containers. This latter stage is similar to how synthetic pharmaceuticals are manufactured by aseptic processing. During the course of these stages, there is an ongoing need for microbial control to prevent adverse contamination. International regulations state that processes claimed as sterile must be validated to support the sterilization claim. This does not apply, however, to processes claimed as microbially controlled, which also may have zero or low bioburden but have not been validated with a defined SAL. Although the high assurance of sterility provided by validation is required of bulk drug claimed as sterile and of final sterile formulation and filling of injectable drugs and biologics, many preparative stages in bioprocess manufacturing Figure 1 are difficult to sterilize and may not require actual validated sterility.

However, States and Provinces have decreased their percent contribution to student education cost, roughly from 70% to 25%. The cost of education is ever shifted to the tuition component. That is why Canadian students will be spending a few thousand more than expected from just inflation. Overall, Provinces are better than my State Michigan, but they are heading there. What can you expect? That has been the situation here for a decade. Second, this situation in turn means higher drop out rates. 90% of my students work one or two jobs and are take 2 3 courses per term, not 4 or 5. The definition of full time at many US colleges in 2013 would have made you part time in 1980. This is such a great initiative by the mayors and should be brought up at the 31 May to 3 June Federation of Canadian Municipalities FCM AGM in Vancouver. So many cities, not just the major ones of Vancouver, Montreal, Edmonton, and Toronto are seeing huge cuts to post secondary educational institutions, which will, in turn, have a significant impact on the cities themselves.
